New Policy Framework: Revised Merchant Discount Rate (MDR)

- Applicability: 0.4% MDR on specified Person-to-Merchant (P2M) transactions above ₹2,000.
- Consumer Protection: Peer-to-Peer (P2P) transfers and everyday small retail payments under ₹2,000 remain completely zero-fee and free for consumers.
- Sustainability Objective: Provides acquiring banks and payment service providers (PSPs) recurring revenue to upgrade high-concurrency switch infrastructure and deploy AI-driven fraud detection engines.

- UPI Tap & Pay (NFC): Contactless offline/online payment cards and phones utilizing NFC chips at POS terminals.
- Credit on UPI: Pre-sanctioned credit lines linked directly to UPI handles, democratizing formal consumer credit.
- Agentic UPI: Automated, programmatic transactions initiated by certified AI agents and IoT devices.
- Cross-Border Interoperability: Live linkages with Singapore (PayNow), UAE (Jaywan/AANI), France, Sri Lanka, Mauritius, and Nepal.
